 how to build a small reef?

Close to where we dive there is a small bay. The bottom is sand and that is it. No rocks, no life, nothing except the odd sand creature. We would like to constuct a small reef to draw some marine life to the area. There are no significant waves, even in the stormy season the swell / waves only reach about 1.5meters. It has been suggested that we use cement / concrete building blocks. Are there any other bright ideas out there?
