The city of New Braunfels probably can’t. They can close parks owned by the city. And ticket you if they find you using the park. So you could still use the river legally if you owned or had access to private river front property. Of course you’d be stupid to get on the river when it’s a roaring torrent of water after a heavy rain.

They aren’t in the mood for spending the next few days searching the Comal and Guadalupe rivers for missing bodies.
