I’ve always stayed at Hotel Cozumel and you can pick either the all inclusive package or eat out. Their dive packages are set up with Dive Paradise and they will pick you up at the dock at the back of the hotel. It’s a nice set up, the hotel is nice and clean and DP’s dive masters are really nice guys. Definitely recommend them.
You will LOVE Cozumel!!!
